- Any person can make a complaint to the Council in respect of publication/non publication of the matter in any newspaper or news agency.
- The complaint can be made against newspapers, news agencies, editors for violation of the Ethical Code of Practice and regarding professional misconduct on their behalf.
- Complaints can also be made by a newspaper, journalist, etc. against federal government provincial government or any organization including political parties for interference in the free functioning of the press.
- If the matter cannot be resolved in the Inquiry Committees it will be referred to the Inquiry Commission constituted in term of Section 9 of the Ordinance.
